Moved to this neighborhood recently and really enjoy fixing up the yard; however, I occasionally see roaming animals. Most have collars on, so I would quess that they have a home. Also, I have noticed them in neighbors yards after seeing them run free, both cats and dogs. WHAT CAN BE DONE?!!!!!!

You should come to the next neighborhood meeting and voice your opinion.

I suppose you could talk to your neighbors and remind them that they aren’t allowed to have their pets running around off-leash. If it really becomes a problem you could contact animal control and let them handle it. http://www.indy.gov/eGov/Mayor/Pages/MACenter.aspx
